Indian outsourcers as “chop-shops”

The debate over outsourcing, H-1B visas and immigration has taken a particularly nasty turn recently when US Senator Charles “Chuck” Schumer referred to Infosys and other leading Indian blue-chip IT services and outsourcing firms as “chop-shops” (which are places where stolen cars are dismantled and their parts sold) during a debate about raising H-1B fees to pay for increased border protection. And while “chop shops” may be one of the few growth industries in Schumer’s home state of New York given its high taxes and the leaders of Indian’s US$60 billion IT industry are accustomed to such pop shots when unemployment rises in the USA, Schumer’s raw comments struck a nerve both within and outside the industry. The sinking H-1B visa program: Will innovation need to be outsourced?

Over the past year, the deteriorating US economy combined with anti-immigration politics has hit the H-1B visa program – a critical source of talent and innovation for both Silicon Valley and Wall Street alike. In fact, the Wall Street Journal recently reported that the program has plenty of spaces left to be filled as only 46,700 petitions have been filed as of September 25. In sharp contrast, it took only one day to fill up all 65,000 slots for 2009 – just before the recession began to bite. The Wall Street Journal also noted that in 2008, 44% of approved petitions were for foreigners who work as systems analysts or programmers while the second largest category consisted of professionals who work in universities. Furthermore, it was also noted that Indians accounted for approximately half of all H-1B visa holders. Read more

Tough laws for foreign IT professionals

After US, it is UK putting barrier in place against IT workers. UK’s home secretary Alan Johnson has announced that from next year onwards, a UK employer would have to announce all jobs to British workers in Jobcentre Plus for four running weeks (Up from two)- before these can be thrown open to workers from other nationalities. Does the new H-1B hiring rule for TARP Recipients help US workers?

On Feb 6th 2009, US Senate approved a bill that restricts on US companies hiring H-1B visa holders that receives federal Troubled Assets Relief Program (TARP) fund. I am not sure how much it is going to help US workers, the restrictions prohibits TARP recipients hiring H-1B visa holders directly. Still they can hire outsource vendor’s employees who has H-1B visas to work in their projects in US. Also the bill does not restrict TARP recipients sending work to offshore locations.
